Willowbrook Hospice aims to provide safe, effective care always, but as in all health and care settings, events do occur on occasion.
As an organisation, we support an open culture of reporting, including the reporting of near misses, to promote learning and improvements in the safety for all those that use or visit our services.

The Patient Safety Incident Response Framework (PSIRF)
The Patient Safety Incident Response Framework (PSIRF) is the new way that healthcare organisations, including the NHS and hospices, look at safety events. It replaces the old Serious Incident Framework (SIF) and is a significant shift in how we respond to events and share learning.
PSIRF enables the development and maintenance of more effective and responsive safety processes. It encourages more compassionate engagement and involvement for those affected by events and gives staff involved support and space for reflection and learning.
PSIRF helps us to understand how incidents happen, allowing us to learn and improve and, in turn, create a safer care system.
The four key aims of PSIRF are:
- Compassionate engagement and involvement of those affected by patient safety incidents
- Application of a range of system-based approaches to learning from patient safety incidents
- Considered and proportionate responses to patient safety incidents
- Supportive oversight focused on strengthening response system functioning and improvement

Care Quality Commission
The Care Quality Commission is the independent regulator of all health and social care services in England. Their job is to make sure that care provided by hospices meets government standards of quality and safety.
When the Care Quality Commission carried out an announced inspection of Willowbrook Hospice on the 11 and 19 December 2019, they reported that all standards were being met.

Charity Commission
Charities receive support from society in many ways and the public have the right to expect that charities are open and accountable.
The Charity Commission registers and regulates charities in England and Wales and it is their job to make sure that charities meet all their legal requirements.
Willowbrook Hospice was set up as a charity, number 1020240, to raise funds to build a hospice and thereafter to provide specialist palliative care services to the people of St Helens and Knowsley. Willowbrook complies with all the requirements of the Charity Commission.

Annual Report and Accounts
Willowbrook Hospice is a private limited company, numbered 2808633, limited by guarantee. Our financial accounts are audited by independent Chartered Accountants and Registered Auditors, Livesey Spottiswood
In their opinion, the financial statements give a true and fair view of the state of the Charity’s company affairs as at the 31st March 2022. They have been prepared in accordance with standard accounting practice and the requirements of the Companies Act 2006.

Gambling Commission
The Gambling Commission was set up under the Gambling Act 2005 to regulate commercial gambling in Great Britain in partnership with licensing authorities. They are an independent non-departmental public body (NDPB) sponsored by the Department for Digital, Culture, Media and Sport (DCMS).
From time to time The Gambling Commission undertakes a risk assessment of our compliance procedures in respect of our licence. They visited and reviewed our procedures on the 10th May 2017 and reported that no problems were encountered.

Fundraising Regulator
In 2015, a Review of Fundraising Regulation chaired by Sir Stuart Etherington identified the need for a Fundraising Code Of Practice outlining the standards that are expected of all charitable fundraising organisations across the UK. This Code of Practice, developed by the fundraising community through the work of the Institute of Fundraising (IoF) and Public Fundraising Association (PFRA), is overviewed by The Fundraising Regulator to strengthen the system of charity regulation.

Quality Account
The Quality Account is a report about the quality of services provided by Willowbrook Hospice and the quality report is published annually .
Quality Accounts are an important way for a provider to report on quality and show improvements in the services they deliver to local communities and stakeholders.
